What does it mean "3+"?

That little plus sign means that this product is open to tips. I try to keep my products as cheap as possible because I want more people to be able to enjoy them. Tips are appreciated and help me to keep this business model. Don't feel pressured though! If all you can give is $3 than that is completely alright! Thank you so much for your patronage!

No. I, as the copyright holder, retain all rights to the characters in this book. You are paying for the book, not the characters inside.
